Fixes azdev’s Sphinx compatibility with modern setuptools, includes missing reference-documentation files, and constrains the storage dependency to retain the publishing API.
Adds built-wheel regression tests. Validated on Python 3.10 and 3.14, including CLI documentation generation. Pylint, Flake8, and strict package checks passed. No version bump or diff-tool changes.
