SYNC PR.

Original PR: #544

Additional Changes:

  1. ServerConfigDocument.getSourceOnDiskPaths(): getDocumentBuilder().parse(is) became XmlDocument.getDocumentBuilder().parse(is).
  2. XmlDocument.getDocumentBuilder(): setIgnoringComments(true) became setIgnoringComments(false). This is the Devc port resolution fixes #544 fix.
