Backport of #14299 and #14300 to release-7.4.

• fdbbackup: document -t/--tagname in help output #14299 documents -t, --tagname in fdbbackup --help and adds a check for it to test_argument_parsing.py.
• fdbbackup: fix --min-cleanup-seconds name in help output #14300 corrects the help entry --max-cleanup-seconds to --min-cleanup-seconds, the name the parser accepts.

The #14299 cherry-pick conflicted in test_argument_parsing.py: release-7.4 has no fdbbackup start --help check, so this adds the start_command line along with the --tagname check. The --initial-snapshot-interval check from main is not included because that option is not in the 7.4 help output. #14300 applied cleanly.

Validation: help-text-only change; no Joshua run since no simulation covers it.
