On Windows, there's a need to manually convert .myclirc to UTF-8 in order to run mycli #998

Hi, On Windows 10, without cygwin, mycli installation is uneventful. But when run, the script throws an error:

File "${USERHOME}\appdata\local\programs\python\python39\lib\site-packages\configobj.py", line 1517, in _decode infile[i] = line.decode(encoding) UnicodeDecodeError: 'utf-8' codec can't decode byte 0x96 in position 52: invalid start byte

One needs to manually convert the encoding of ~./myclirc to UTF-8 (I used Notepad++). After conversion, mycli runs. Thanks, it is a good tool.

As a side-note, on windows 10, with cygwin, mycli depends on cryptography which depends on rust which depends on pysam. And pysam does not install without error even after a lot of effort. I finally gave up. I wish I had given up earlier because this error was quicker to fix. It isn't an issue but you should note that Cygwin isn't being supported.

I should mention that the direct install on Windows, once working, also works in Cygwin. It just can't be installed from within Cygwin.

    Possibly a duplicate of #978.
