Closes #15558

OCP\User\Events\UserConfigChangedEvent shipped in Nextcloud 33 (server#42039) but was missing from the OCP events catalogue. Add it next to the other OCP\User\Events\* entries with versionadded:: 33 and a one-line description of the payload.
