A Server-Side Apply creates the object when it is missing, so adding the finalizer with SSA to a primary resource that was deleted before its first reconciliation brought it back as a stub holding only the finalizer. The finalizer apply now carries the cached resource's UID and resource version. With the UID set, the API server rejects the apply of a missing object with a conflict instead of creating it; the resource version adds optimistic locking. On conflict the resource is re-fetched and the apply retried, sharing the retry loop of the JSON Patch finalizer path; if the resource is gone, nothing is applied. Fixes #3649

🔵 Needs a closer look
The central no-recreation guarantee depends on API-server behavior that the mocked tests do not verify.
What changed in this PR
This PR addresses #3649 by protecting SSA finalizer additions from recreating deleted primary resources.
Changes:
- Includes UID and resource version in finalizer applies and shares conflict-retry logic with JSON Patch.
- Adds unit tests for apply metadata, deleted resources, conflict retries, and existing finalizers.
- Documents the deletion safeguard.

Do not re-fetch and adopt a replacement resource with a different UID during the finalizer retry.
On a 409, conflictRetrying replaces its resource variable with a name-based GET. finalizerApplyFor then copies that object's UID into the SSA request. The UID guard is evaluated only against the original cached resource. After one re-fetch, the same SSA request can be applied to a new object with the same namespace and name, which this reconciliation never observed. The controller's finalizer is then added to that replacement.
The correction belongs in the retry routine, not in the finalizer payload. After a re-fetch, the UID of the returned resource must match the UID of the cached primary (context.getPrimaryResource()). On a mismatch, the routine must apply nothing and return null, as the addFinalizerWithSSA Javadoc states. It must not return the re-fetched object. A precondition-false result currently returns resource, so a UID check that only fails the precondition would still hand the replacement back to ReconciliationDispatcher.

The finalizer apply now carries the cached resource's UID and resource

optimistic locking. On conflict the resource is re-fetched and the apply
